Do the regulations really protect animals used for scientific and educational purposes? It’s doubtful. Indeed, even if the 2010 European directive does indeed aim to protect these animals, it is in fact ineffective due to the multiplicity of derogations, exceptions and insufficiently explicit wording. What’s more, some elements of the European directive were not properly transposed into French law in 2013. We also note the “minimal” involvement of public authorities in our country, which leaves breeders, suppliers and users with additional leeway in applying the texts.
