The goal is to house <a href=\"https:\/\/cnrs-concertation-cnp.fr\/api\/media\/file\/ROU_CNP%2013102025%20%281%29.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">up to 1,800 primates<\/a> there so that, starting in 2032, the center can produce 250 to 300 primates per year and sell them to French public research laboratories for scientific experimentation. <\/p>\n\n<p class=\"wp-block-paragraph\">In 2023, the government decided to provide <a href=\"https:\/\/cnrs-concertation-cnp.fr\/api\/media\/file\/CNP_Contrat%20attributif%20aide_Document%20administratif%20et%20financier.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">30 million euros<\/a> in funding for the project as part of the <a href=\"https:\/\/www.economie.gouv.fr\/france-2030\" target=\"_blank\" rel=\"noreferrer noopener\">France 2030 investment plan<\/a>. Despite numerous ethical objections, the stubborn determination of the project\u2019s proponents, the CNRS, and the government reflects the prevalence in France of an outdated view of animal experimentation. <\/p>\n\n<p class=\"wp-block-paragraph\">Indeed, since 2024, reservations have been raised from all sides: <a href=\"https:\/\/savoir-animal.fr\/rassemblement-unitaire-26-avril-contre-agrandissement-station-primatologie-rousset\/\" target=\"_blank\" rel=\"noreferrer noopener\">NGOs <em>[<\/em><\/a> <em>non-governmental organizations]<\/em> , <a href=\"https:\/\/www.lemonde.fr\/sciences\/article\/2026\/02\/17\/experimentation-animale-un-projet-de-centre-d-elevage-de-primates-du-cnrs-fait-debat_6667101_1650684.html\" target=\"_blank\" rel=\"noreferrer noopener\">civil society, researchers and academics<\/a> , <a href=\"https:\/\/www.senat.fr\/questions\/base\/2025\/qSEQ250303973.html\" target=\"_blank\" rel=\"noreferrer noopener\">all<\/a> <a href=\"https:\/\/tillymetz.lu\/wp-content\/uploads\/2026\/01\/Courrier-eurod%C3%A9put%C3%A9s_Projet-du-Centre-national-de-primatologie-%C3%A0-Rousset.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">questioning<\/a> the merits of such a project from ethical, scientific <a href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/E-10-2026-001084_FR.html\" target=\"_blank\" rel=\"noreferrer noopener\">,<\/a> and economic perspectives. A public consultation took place in the fall of 2025, followed by the publication of a <a href=\"https:\/\/cnrs-concertation-cnp.fr\/api\/media\/file\/Rapport_CNP_CNRS_VF.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report by the guarantor of public debate<\/a> on December 16, 2025, and the <a href=\"https:\/\/comite-ethique.cnrs.fr\/avis-du-comets-utilisation-danimaux-a-des-fins-scientifiques-questions-ethiques-et-recommandations\/\" target=\"_blank\" rel=\"noreferrer noopener\">opinion of the CNRS ethics committee (Comets)<\/a> on January 27. <\/p>\n\n<p class=\"wp-block-paragraph\"><strong>A negative image<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">In his conclusion, he <em>\u201cbelieves that the project ( <\/em>\u2026)<em>  &#8220;would be acceptable only under the following conditions: 1. Conduct a collaborative, multi-stakeholder scientific review; 2. Establish a clear roadmap for reducing the use of PNHs in academic research.&#8221;  <\/em>.<\/p>\n\n<p class=\"wp-block-paragraph\">However, disregarding the recommendations, opinions, and arguments, the CNRS Provence-Corse delegation reiterated, in its <a href=\"https:\/\/cnrs-concertation-cnp.fr\/api\/media\/file\/ROU%20CNP_R%C3%A9ponse%20CNRS%20bilan%20garant%20CNDP%2016022026.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">response dated February 16<\/a>, its intention to proceed with the project without altering its objectives or scope and without considering how to meet the preconditions set forth in the Comets opinion. Conducting public consultations and seeking the opinions of ethics committees, only to ultimately largely ignore the objections raised, conveys a negative image of the scientific community to the public and risks pushing our fellow citizens toward an anti-science attitude, which already has too many followers. <\/p>\n\n<p class=\"wp-block-paragraph\">The arguments against the project are primarily ethical. Primates used for scientific purposes are generally worse off than those in zoos or circuses. Regulations stipulate a minimum space of <a href=\"https:\/\/www.legifrance.gouv.fr\/loda\/id\/JORFTEXT000023816607\/\" target=\"_blank\" rel=\"noreferrer noopener\">6 square meters<\/a> per macaque <a href=\"https:\/\/www.lemonde.fr\/planete\/article\/2021\/11\/18\/le-parlement-adopte-definitivement-la-proposition-de-loi-contre-la-maltraitance-animale_6102557_3244.html\" target=\"_blank\" rel=\"noreferrer noopener\">in traveling shows<\/a> (a practice that <a href=\"https:\/\/www.ecologie.gouv.fr\/presse\/accompagnement-filiere-circassienne-interdiction-animaux-sauvages-cirques-2028\" target=\"_blank\" rel=\"noreferrer noopener\">will be banned in France in 2028<\/a>), compared to <a href=\"https:\/\/www.legifrance.gouv.fr\/loda\/id\/JORFTEXT000027037983\/\" target=\"_blank\" rel=\"noreferrer noopener\">1 square meter<\/a> for animal experimentation. In Arousset, they will have<a href=\"https:\/\/cnrs-concertation-cnp.fr\/api\/media\/file\/CNP_Note%20e%CC%81volution%20projet.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">about 2 square meters<\/a>. And once transferred to the laboratories that <em>will \u201cuse\u201d<\/em> them, some will never see daylight again. Most will then undergo experiments <a href=\"https:\/\/hal.science\/hal-05505606\" target=\"_blank\" rel=\"noreferrer noopener\">of varying severity<\/a> and be killed prematurely.     <\/p>\n\n<p class=\"wp-block-paragraph\"><strong>Extremely Harmful Stubbornness<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">Just because research is considered useful in terms of advancing knowledge and is permitted by regulations does not mean it is ethically acceptable. In the past, advocates of slavery, child labor, and animal testing for cosmetics also argued that it was impossible to do without them. <\/p>\n\n<p class=\"wp-block-paragraph\">The proponents of the Rousset project cannot claim to have engaged in ethical deliberation, as they have never included ethicists in their discussions. Admittedly, <a href=\"https:\/\/cnrs-concertation-cnp.fr\/api\/media\/file\/ROU%20CNP_R%C3%A9ponse%20CNRS%20bilan%20garant%20CNDP%2016022026.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">they acknowledge that<\/a> <em>\u201canimals involved in scientific research, and in particular primates, are sentient beings capable of feeling pain, stress, and suffering. This acknowledgment establishes a moral obligation of respect and consideration.\u201d<\/em> However, they fail to draw the necessary conclusions, contenting themselves with referring to the application of <a href=\"https:\/\/www.fc3r.com\/principe-des-3R.php\" target=\"_blank\" rel=\"noreferrer noopener\">the 3Rs (\u201creplace, reduce, refine\u201d<\/a>), which are merely guidelines for best practices in the use of animals for scientific purposes, <a href=\"https:\/\/hal.science\/hal-04418600v1\/file\/De%20la%20l%C3%A9gitimit%C3%A9%20en%20recherche%20animale%20%281%29.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">not a code of ethical conduct<\/a>.  <\/p>\n\n<p class=\"wp-block-paragraph\">The stubbornness of the project\u2019s proponents is highly detrimental to both the animals and French research. From 2021 to 2024, France used an annual average of <a href=\"https:\/\/www.enseignementsup-recherche.gouv.fr\/fr\/enquete-statistique-sur-l-utilisation-des-animaux-des-fins-scientifiques-46270\" target=\"_blank\" rel=\"noreferrer noopener\">703 primates <\/a>\u2014excluding reused animals\u2014for basic or applied research, compared to <a href=\"https:\/\/www.gov.uk\/government\/collections\/animals-in-science-statistics\" target=\"_blank\" rel=\"noreferrer noopener\">174 in <\/a>the United Kingdom and <a href=\"https:\/\/www.bf3r.de\/angebote\/versuchstierzahlen\/\" target=\"_blank\" rel=\"noreferrer noopener\">105<\/a> in Germany. This disparity cannot be explained by better performance by French laboratories in terms of scientific publications using primates. This overuse compared to our neighbors seems to be more closely linked to an insufficiently rigorous project evaluation at the planning stage.   <\/p>\n\n<p class=\"wp-block-paragraph\">Given the suffering inflicted on primates and their emotional, cognitive, and social capacities, one might think that the use of these animals for scientific purposes is limited to projects likely to provide answers regarding fatal or disabling diseases. Moreover, nearly half of the projects using primates in France <a href=\"https:\/\/www.altex.org\/index.php\/altex\/article\/view\/2936\" target=\"_blank\" rel=\"noreferrer noopener\">do not result in any publications<\/a>. And numerous studies show that extrapolating results obtained from primates in captivity to humans <a href=\"https:\/\/journals.sagepub.com\/doi\/10.1177\/026119291504300607\" target=\"_blank\" rel=\"noreferrer noopener\">is far from straightforward<\/a>\u2014if only because captivity and <a href=\"https:\/\/royalsocietypublishing.org\/rsbl\/article\/22\/3\/20250638\/481088\/Ethological-scars-Exposure-to-multiple-negative?searchresult=1\" target=\"_blank\" rel=\"noreferrer noopener\">stress<\/a> <a href=\"https:\/\/pmc.ncbi.nlm.nih.gov\/articles\/PMC5436575\/\" target=\"_blank\" rel=\"noreferrer noopener\">influence the experiments<\/a>.   <\/p>\n\n<p class=\"wp-block-paragraph\">The project sponsors have not conducted any prospective analysis to determine how many primates might be used in ten to fifteen years. Our European neighbors are making different choices: <a href=\"https:\/\/www.cpm.qmul.ac.uk\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">the United Kingdom<\/a>, <a href=\"https:\/\/dieneue-charite.de\/en\/news\/bund-und-land-investieren-68-millionen-euro-in-becat-und-si-m\" target=\"_blank\" rel=\"noreferrer noopener\">Germany<\/a>, <a href=\"https:\/\/site.ombion-cpbt.nl\/\" target=\"_blank\" rel=\"noreferrer noopener\">the Netherlands<\/a>, <a href=\"https:\/\/www.roche.com\/media\/releases\/med-cor-2026-03-23\" target=\"_blank\" rel=\"noreferrer noopener\">and Switzerland<\/a> are investing heavily in large, state-of-the-art research centers focused on innovative non-animal methods. If France were to follow the same path, then the use of non-human primates in France for public research would be less than 100 individuals per year by 2032.  <\/p>\n\n<p class=\"wp-block-paragraph\">With this project, France and the CNRS are investing in the past, disregarding ethical considerations, public opinion, and alternative methods.
